For Dockerfile based strategies (buildah, kaniko), have the ability to replace the FROM images specified in the Dockerfile.

Acceptance criteria

•  Since this would be an API change, this Jira does the EP
• once EP is done, open subsequent Jira for implentation

•  Essentially duplicating build v1's API ... see https://github.com/openshift/api/blob/2c611ba5d6d87e43e0443741a37dadf72ec40fb7/build/v1/types.go#L696-L699
• OCP CI could be a customer of this .... they leverage this build v1 feature extensively
• If we get build metrics in telemetry we can see possibly see how much this is used externally
