One-time change in redhat-openshift-builds/shipwright-io. Remove branch = <> from both [submodule "build"] and [submodule "cli"] entries in .gitmodules. Update the url fields to point to the new Red Hat forks instead of shipwright-io/*. This is the core decoupling step -- without the branch directive, the submodule SHA is only changed via deliberate PRs, breaking the automatic coupling to upstream release branches.
