Description of problem:

The Clusterrole `operator` referenced by clusterrolebinding `openshift-builds-operator` does not exist.

Steps to Reproduce

1. Install OpenShift Builds operator `v1.5.1`
2. Run queries like `oc adm policy who-can` for`openshift-builds` namespace.
3. The output shows below message about the missing clusterrole:

Error during evaluation, results may not be complete: clusterrole.rbac.authorization.k8s.io "operator" not found
