Description of problem:

Installed 4.17.20(latest?) OCP, installed OpenShift Builds from Operator Hub, reloaded Ux, no download link in Help/Command Line Tools

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

 Installed 4.17.20 using Red Hat Demo system, (using the GitOps Base)

Installed Builds using Operator Hub (1.3)

Refreshed Ux after Operator has reconciled

Clicked on then choose Command Line Tools

Actual results:

No link for downloading 'shp' CLI

Expected results:

Link for downloading current 'shp' should appear
