Description of problem: 

`Builds for Red Hat OpenShift Operator` is not present in OCP 4.18.z

Impact: Multiple customers who use this operator will face issues after upgrading their cluster to 4.18 or if they want to use this operator on a freshly installed 4.18 cluster.

Prerequisites (if any, like setup, operators/versions):

OCP 4.18.z

Steps to Reproduce

1. Install 4.18.z version of OpenShift
2. Check operatorhub as well as packagemanifest for builds operator

Actual results:

Operator is not present in 4.18

Expected results:

Operator should be present in 4.18{}
