Spike Investigation

Identify if Tekton can support `podTemplates` as part of its Matrix feature.

Acceptance Criteria

• Proof of concept API changes and corresponding code that implements matrix support for pod templates
• Engage upstream on potential implementation path (ex: a TEP describing the implementation).
