      Epic Goal

      Produce a UBI9/RHEL9 based container image for s2i

      Why is this important?

      • Ensure we are ready for RHEL 8 end of full support / maintenance support
      • Set up for future success with RHEL 10.
      • Consistency with host kernels for OCP 4.16+.

      • CI - MUST be running successfully with tests automated
