As a Red Hat engineer trying to enable ARM support with Builds for OpenShift I want to enable the Konflux multi-arch pipeline for all built components.

- Update docker file in the redhat-openshift-builds/operator and redhat-openshift-builds/shipwrightbuil-io and remove hardcoding around GOARCH and GOOS
- Update tekton pipelines to use Konflux multi-arch pipeline
- Update the Openshift Builds catalog FBC pipeline to multi-arch
