Release shp CLI v0.13 via CPaaS

      As a developer trying to use Shipwright on OpenShift I want to be able to use a compatible version of the `shp` command line.

      Background (Required)

      The shp CLI needs to be rebased to use the v0.13 upstream source, and rebuild on CPaaS.
