ClusterBuildStrategies that were supposed to be auto-installed by the operator are not found in the cluster

Openshift Cluster - 4.17 Nightly (Might be also applicable on 4.16 clusters)

Steps to Reproduce

 1. Install the operator from OperatorHub

 2. Go to the Search Page and search for "ClusterBuildStrategies" 

Actual results:

Cannot find the "buildah" and "s2i" clusterbuildstrategies in the list. (Empty List)

Expected results:

They should be listed here.

In the feature work we are currently doing for ODC-4982, we verify whether these CBS are present in the cluster at every step. If only these CBS-es are present, we will show Shipwright as the Build option in the Import Form.
So, if adding CBS-es is a manual step, I think users need to be informed in some way in the UI too, otherwise, even after they install the new operator, they would not see anything we have done in this feature work.
