Test Vertical Pod Autoscaler, Custom Metrics Autoscaler,ClusterResourceOverrideOperator to make sure they can be installed with OLMv1

      We apparently need to verify all of the AUTOSCALE operators can be installed via OLMv1 because OLMv1 is being GA'ed in 4.21, and we need to do it by November 21st.
