Currently the e2e test is flaking on purpose when it detects workloads that need pinning. Since we have fixed all workloads in non-runlevel namespaces in 4.18, we should now enforce the test to avoid regressions.

Note that runlevel namespaces haven't been fixed yet, so we should ignore those (that's safe to do as admission is disabled for those).
