Test WS-BA "cannotComplete" functionality in XTS integration tests

JBTM-1275 would have been detected much earlier had we been testing the cannotComplete functionality in WS-BA.

This issue is to add a test to WSBACoordinatorCompletionTestCase that ensures a TransactionRolledBackException is returned to the client if a participant 'cannotComplete'.
