CNFE com.sun.org.apache.xml.internal.security.transforms.implementations.TransformBase64Decode

While AS7-4248 fixed the ability to create a XMLSignatureFactory, actually validating a XMLSignature still fails due to a CNFE.

Please see pull request for the extended test-case, and for a possible fix that doesn't really look right
