Support expressions for "file relative-to" attribute.
Currently "file relative-to" does not support pointing to an environment variable.
We have an environment variable setup to define the folder that all logging goes to.
We would like to have JBoss logging use this environment variable rather than have
to manually define the path again in the server config file.
