Add a non-interactive form of the add-user utility

Allow the add-user utility to be used non-interactively i.e. the details are passed in on the command line and no further confirmation is sought from the user.

If two parameters are received the first will be the username and the second the password.
If three parameters are received the first will be the username, the second the password and the third the realm.
