Major Starting a fresh build of AS7 and opening the console, visit the handlers section and edit the CONSOLE handler to set the level to DEBUG - the management console will not allow it to be saved without also entering a value for encoding.
Updating the 'Log Level' of the CONSOLE logging handler forces entry of encoding.
