If enable-welcome-root is set to true in the domain configuration this is not propagated to the AS instance.

In addition to this it is not as meaningful to redirect to the console when in domain mode.

• In domain mode this is more likely to become a production deployment, we shouldn't be directing users to the admin interfaces from the public connector used to deploy the apps.
• In a multi host controller environment how would the correct console be selected?
