Switch operator metadata to new bundle format (OCP 4.5+)

      The new bundle format becomes the only supported format in OCP 4.6, but in 4.5 can be already used. Since SBO was not released so far, we can start immediately with the new format instead of migrating later. Also, the format makes the productization easier due to Digest Pinning
