Issue needs to be address under this ticket are:

• Current pypi retraining pipeline updates both STAG and PROD configurations while updating model data. It should raises SAAS PR to update STAG / PROD based on deployment prefix value passed as property to training job. 
• Insight services uses bash script in rudra to raise SAAS PR with limit options to provide PR details like description, file content etc.  Avoid use of raw bash for saas pr.
• Remove pre-processors usage to run raw bash command to perform certain tasks.
• Code clean up to improve readability.
