Currently new model is selected based on recall_30 value is greater than previous model (irrespective of model which is currently used).

Need to modify this logic as below:

1. Get the model deployed or used on stag / prod.
2. Read the recall values for the deployed model.
3. Compare the new recall value with previous value and if its better then raise SAAS PR.
