Upgrade the BASIC auth policy to use a JDBC connection optionally

      Currently when using JDBC for the BASIC auth policy, a JNDI data source is required. We should expand support to allow JDBC connection params as an alternative (URL, credentials, etc). Not sure how the driver will be specified though. Perhaps via plugin?
