Elasticsearch is a competent storage solution for metrics information. We can use aggregations in sensible ways. We can also eventually support kibana for a full featured analytics UI (separate JIRA).

For now, let's just emit metrics information into ES and provide an API for getting basic information surfaced to the API Manager UI.
