Policy attributes appear to be editable after publish

      1. Create a new service
      2. Create a new policy, edit some attributes
      3. Set as public service in contract, use echo endpoint
      4. Publish
      5. Go back to the policy, click into it: you will see the the update field is still active and clickable.
