Create a buffer factory component

For policies that need to originate data (e.g. the caching policy) we need a way to create a buffer that is platform-specific.

To that end we should create an IApimanBufferFactoryComponent that can be used for this purpose. Each platform (e.g. vert.x) can provide this component so as to create platform-specific buffers.
