Provide a place in the Service UI to get the Managed Service endpoint

Currently the only way to get the Managed Service endpoint for a service is via the APIs tab on the Application UI. For public services there may not be any applications with contracts, but it would still be useful to get the gateway's Managed Service endpoint for the service.

This should be available both on the Service UI and the Consumer Service UI.
