Improve the consumer service page to only show versions that can be consumed (published)

Currently the consumer service page will show all versions of all services. Instead, the details page should only display published versions of the service. If no published versions exist, then that should be made clear.

Also - remove the Create Contract button from the consumer services (list) page.
