Sometimes when a policy is dropped, it disappears rather than being added back to the list. This appears to only happen when the policy being moved is dropped out of bounds of the entire list (e.g. move the mouse above the list). Even then it doesn't always happen.

While this is being fixed, should also make sure that when the mouse is above the list, the "drop target" is at the top rather than the bottom.
