With the new KMS encryption type available in the APIServer API, we need to integrate it with the existing encryption controllers in library-go, then propagate it to all our apiservers by bumping their vendored library-go version.
Some bits should be fairly similar to what we did for aesgcm in https://github.com/openshift/library-go/pull/1469.
