Design and implement a mechanism that will allow for automatic recovery of the etcd cluster.

This is a distinct task from https://issues.redhat.com/browse/API-1613 because we not only need renew the certificates but also recover the cluster to its previous state.

In the worst case scenario we will lose all the nodes so we need to start from scratch and form a new cluster.
