The motivating use case is adding ValidatingAdmissionPolicy to the tech preview feature set. This particular feature assumes that the admissionregistration.k8s.io/v1alpha1 API is enabled. The KAS operator should be able to recognize this and set --runtime-config appropriately.

The render command should also handle this.
