Work needed for microshift maintainability over time.  This is how you’re able to ship a v3.  It is impacted by what ships in v1.

• Full restart can result in pathological “no progress” cases.
• Restarts or shutdowns have to respect the load-balancers and /readyz
• Deciding not to restart when a single control loop fails is a problem.
