Enable network-ee integration tests on network collections

      Steps:

            1.  Clone network-ee and add a new inventory file for the network collection. ref: https://github.com/ansible/network-ee/pull/103

            2. Update the ansible-zuul-jobs (https://github.com/ansible/ansible-zuul-jobs/pull/1038)

                -  Update network collection integration jobs with the new format

                 - The nodeset needs to change to python38

                 - Ensure your skip tags are set up properly
                 - Update zuul.d/project-templates.yaml to reference the new jobs and remove the old ones.
