Put console-related information into its own guide

Information about using the console (aka HawtIO console, web console) should be extracted from the Broker and Interconnect Guides and put into its own guide.
Justin's notes:

1. Create outline for independent book > verify
2. Draw on content from Broker and Interconnect books
3. This should include console install instructions
4. Add online docs for broker plugin (I think what is meant here is a link to a PDF for something, not context-sensitive OLH)
