[3.3] Enable repeatable builds for rhaiis/cpu-ubi9 build for vLLM 0.13

      The pipeline currently fails due to missing graph.json for cpu-ubi9 builds of vllm 0.13 as the build never had a first run. Repeatable builds is currently enabled for this job, but it fails because never had an original run. So we need to disable repeatable builds in the 3.3 branch, run the job ot populate graph.json, then go back re-enable repeatable jobs for it.
