      The P2P sub directory UCCL requires the glog as a build dependency. UCCL is a new backend that we are building as a python wheel for NIXL. 

      We have built glog previously for older rhel-ai versions and with other tags -here  and now we want to build it for the RHAI 3.4EA1.
