RPM: update libpdfium in public rhelai-3.4 repos

      Update PDFIum to a recent version. pypdfium2 5.3.0 recommends pdfium 7616, https://github.com/pypdfium2-team/pypdfium2/blob/5.3.0/autorelease/record.json 

      This would also be a great opportunity to replace my old, very hacky build approach with my PoC of a new build system: https://github.com/tiran/libpdfium .
