Bart-plugin is not on PyPI so need to add a mirror in infrastructure repo for it’s source which is https://github.com/neuralmagic/bart-plugin. Do this by adding a line in data/mirror_list.yml: - repo: https://github.com/neuralmagic/bart-plugin.git. 

Also need to reach out to RHAIIS team and ask for a midstream tag for https://github.com/neuralmagic/bart-plugin.
