Create a 3.2 maintenance branch on top of the last release tag for 3.2

There have been several commits since the last tag. I'm going to backport some of the commits to 3.2:

• AIPCC-8439: Install pip and uv from cpu-ubi9 index
• Update registry.redhat.io/rhel9-6-els/rhel Docker tag to v9.6-1766364667 (main)
• AIPCC-8506: Set correct license_terms label for AIPCC base images

I'll skip commits related to CUDA 13 and Neuron support. The features are 3.3-specific:

• AIPCC-7912: Added cuda pipelines
• AIPCC-7846: Add CUDA 13.0 support to base images
• AIPCC-8495: Add AWS Neuron base app image
• AIPCC-8506: Set correct license_terms label for Neuron image
