builder: test vLLM CPU builds with Torch 2.9.0

      Builder does not build vLLM for CPU for Torch 2.9.0.

      • update torch-2.9.0/cpu-ubi9 to build same vLLM version as CUDA and ROCm
        • focus on x86_64. If aarch64, P, and Z are failing to build, disable the builds.
      • stop building old vLLM for Torch 2.7 (accelerated) and Torch 2.8. They are no longer needed.
