terratorch: tensorboard is not marked as pre_built for Spyre and TPU

      Description of problem:

      terratorch fails to build on Spyre and TPU, because its dependency "tensorboard" is not marked a pre-built for these variants.

      Version numbers (base image, wheels, builder, etc):

      v25.13.0

      Steps to Reproduce:

      Actual results:

      terratorch: could not handle toplevel dependency terratorch (1.2.1) because Unable to resolve requirement specifier tensorboard with constraint None using PyPI resolver (searching at https://pypi.org/simple): found no match for tensorboard using PyPI resolver (searching at https://pypi.org/simple), searching for sdists, ignoring pre-release versions because found no match for tensorboard using PyPI resolver (searching at https://pypi.org/simple), searching for sdists, ignoring pre-release versions
