This is a follow on to AIPCC-7311.  The request is to add to the CPU index for x86 and ARM.

The request is to build a wheel from this repo: https://github.com/opendatahub-io/kubeflow-sdk - current version 0.2.0
While there is an upstream repo we have additional commits in this midstream repo that are not in the upstream, hence we require a wheel built.

Brief Explanation for request
This SDK will be included in the Universal Image which is a dual purpose image for a training workbench and training runtime.
It's also the SDK that will provide for kubeflow trainer and training hub in 3.2

QE user acceptance tests

The wheel will primarily be tested via the universal image. Using the image we will test the core functionality of the SDK via multiple automated notebook tests covering kubeflow trainer and training hub.
