      Pull the requirements from the PyTorch CI build scripts up to match the ones used in the build scripts and rerun the CI. If not tests failures arise we will then move to issuing a PR to upstream to update the CI build.

      This is an effort to simplify the build retirements for PyTorch overall. This is not an effort to fix the CI if this breaks anything. That potential work will be addressed in a different ticket.
