Upon using a midstream tag for Llama-stack to bump z-stream RHOAI version 2.25.1, the post-merge CI has been failing consistently

Basically the tag is not in PyPi index, and i wanna use it. The tag is in midstream repo.

I have tried many workarounds, but never worked out.
