      .Description of problem:

          Currently, jaxlib is used as a pre-built variant for tpu. Though the sdist files are not available on pypi, the source code is available from within the jax repository https://github.com/jax-ml/jax/tree/main/jaxlib and can therefore be built from source on builder.
