Feature Overview:
We want to release new builds of new releases of torch as soon as possible. That may mean adding them to an index that already has an older version of torch in it. Content built for torch may not be ABI compatible with a different version, so we need to work out how to protect users to ensure they install compatible sets of packages.

High-level list of items or personas that are out of scope.

Provide information that needs to be considered and planned so that documentation will meet customer needs. If the feature extends existing functionality, provide a link to its current documentation.
