      Description of problem:

      The s390x GitLab runner do not work

      Steps to Reproduce:

      1. Run a job on a s390x runner

      Actual results:

      $ buildah login -u $CI_REGISTRY_USER -p $CI_REGISTRY_PASSWORD $CI_REGISTRY
Error during unshare(CLONE_NEWUSER): Operation not permitted

      Expected results:

      Buildah is able to log in and to build container images
