The outlines-core package fails to build from sources, because there is a problem with rustls backend. It defaults to aws-lc and the C backend aws-lc-sys fails to build on s390x. We are unable to add a patch for this in the builder repo as it is a C library.

We have added a fix in the main branch of the upstream aws-lc repo which is not released yet: https://github.com/aws/aws-lc/pull/2724.

This is a blocker for the vllm-cpu-base image build for s390x.
