      IBM requires a specific version of openblas, built with specific options.

      The need a version of openblas that is built with gcc14 or newer.

      They require openblas 0.3.29 or 0.3.30. The current version in RHEL9.6 is 0.3.26-2.el9.

      They require it to be built for TARGET=POWER9, ie

      https://gitlab.com/redhat/centos-stream/rpms/openblas/-/blob/c9s/openblas.spec#L372

      is insufficient.

      They require openblas to be built with "DYNAMIC_ARCH=1" (this appears to be the case already).
