As a result of https://issues.redhat.com/browse/AIPCC-5662 we had to disable the ppc64le builds in builder (https://gitlab.com/redhat/rhel-ai/wheels/builder/-/merge_requests/1456) and infrastructure (https://gitlab.com/redhat/rhel-ai/core/infrastructure/-/merge_requests/98).

Once the issue with the ppc64 runners is resolved we will have to renable them in builder and instfrastructure.
